Josef has discovered a way to bring these Names to the fore, but they are not “names” like we know them: they are numbers and arcane words in configurations unique to the bearer. It is true that (so far) mortal minds cannot safely contain the knowledge of their own Names. But, surely, if Josef completes his ritual to amplify his great signal across the known world, unlocking everyone’s true Name in the core of their minds, an army great enough to remake the world will rise from the ashes of the rest.

Year 3993
Unknown assailants damage irrigation canals supplying Rakushan settlements with water. In truth, this was a false flag attack orchestrated by the government to create pretext for increasing control over the nation. A water shortage rapidly occurs as vital canals were damaged in the attack. Aqueducts and other water distribution infrastructure begin to run dry quickly in the arid environment.
Couriers are systematically targeted to prevent reliable communication across Rakusha. Terrorists are to blame for this, taking advantage of Rakusha's instability and seeking to further destabilize the country. Settlements are left detached from one another across the country.

Water rationing is put into place all across Rakusha. Dwarven settlements seek respite underground as they prepare to expand pre-existing subterranean enclaves.
Ecosystems reliant on the canals are adversely affected by their destruction, with animals disappearing in search of water elsewhere, far from settlements in the desert.

Druids are recruited to conserve the struggling biosphere of Rakusha. Military forces are tasked with the delivery of mail throughout Rakusha and ensure shipments and trade continue.

Soil erosion begins as plants die off. Several species not adapted to the drought conditions go extinct. Reservoirs begin to dry out after a year without water or rain.
Black Roads
Passageways invisible to nearly everyone that lead to faraway places. Traversing them is dangerous as returning is not so simple as retracing your steps. A black road can lead to a completely different location the second time it is walked.
Elves
Elves are alien to this world, arriving in a storm of stars. Man had not yet been winnowed from Beast when this happened. They slept for millennia beneath the earth.
Elves abandoned a homeworld elsewhere to come to this planet. Only a small population survived the war on their world, fewer still surviving the crashlanding on this planet. Elves are few in number because of this, in addition to a long lifespan and reproduction cycle that renders them infertile for decades or even centuries at a time.
Elves have a particular aesthetic and brand of magitech in use. Their tech is atomic and dirty. They had to leave their world quickly and it shows in their technology. Dangerous radiation still renders certain areas inhospitable and mutated due to abandoned elven tech. It manifests as a blue light. This is known as the Killing Light. More often than not, it will lead to radiation sickness and outright kill living organisms, but can sometimes lead to mutation.
Enli's ecosystem was permanently changed by the detonation of an ancient Elvish weapon. Most life has mutated into dangerous predatory forms. The people there have adapted to this hostile land, and are further aided by the presence of Falorien in the region who protects the people in his own way.
